AN ACT TO SAFEGUARD HUMAN RIGHTS

AND ASSIST ALLIANCES IN THE ASIA-PACIFIC REGION


BE IT ENACTED BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES OF AMERICA IN CONGRESS ASSEMBLED,


PREAMBLE: Whereas, the Chinese Communist Party has committed numerous human rights violations against the LGBTQIA+, Hong Kong, and Muslim communities, and poses a great military and economic threat to U.S.-allied nations. Hong Kong democracy protesters and LGBTQIA+ peoples are subject to restrictions of free speech and expression. The Uighur people are forced into labor camps, sexually violated, re-educated, and sterilized. Taiwan is under threat of annexation and removal of a thriving, democratic system. As a global leader of democracy, the United States must aid Taiwan and other Pacific allies in their efforts in protecting the rights of its citizens and preserving democracy.


SECTION I: The United States shall expand on foreign financial packages to the nations of Japan, Taiwan, Philippines, Australia, South Korea, Singapore, New Zealand, and Vietnam.


  1. Expand upon the Taiwan Assurance Act of 2020, adding $1 Million to the $3 Million allotted to the U.S.-Taiwan Global Cooperation and Training Network.

  2. All foreign aid packages for these nations will be expanded by 50%.


SECTION II: The United States shall allow Hong Kong and Uighur peoples to easily and systemically immigrate into the United States and be given special status.


  1. All Hong Kongers and Uighur peoples will be recognized as refugees seeking asylum in a democratic nation.

  2. The United States will partner with the United Kingdom and the United Nations in allowing Hong Kongers and Uighurs to seek refuge.

  3. The United States will allow all U.S. territories of Guam, American Samoa, and the Commonwealth of Northern Mariana Islands, as well as all states, to be places of inhabitation.

  4. All Hong Kong and Uighur refugees will be able to engage in American life and become American citizens in a naturalization process.


SECTION III: The United States shall provide technologies and related resources to improve the allies's cybersecurity networks to protect from cyber attacks and the PRC’s propaganda campaigns.


SECTION IV: The United States shall maintain and empower our military pledge to our allies - foreign aid packages can be utilized by our allies to fund military equipment, recruit more soldiers, and improve cyberspace. Pertaining to Taiwan, the United States shall pledge itself to protect Taiwan against the PRC’s persistent annexation threats.


SECTION V: All endeavors will be funded by a reallocation of funds from the Defense Department and Department of Homeland Security.
